Is Migration a Basic Human Right?：移民受入拒否は「機会損失」？

移住者が働いていると「奴らが仕事を奪った」と責める。仕事がない移住者には「福祉援助を根こそぎ持っていっている」と責めつける。移住者が金持ちになったら「奴らが物価を上げた」と責め、貧乏なら「奴らが一般水準を下げた」と責め立てる。

これは次の引用の要約。

LEGRAIN: So, you see that many arguments that are framed in the economic way actually are xenophobic in origin.  So, you can see that when migrants are working they’re accused of stealing our jobs, and when they’re out of work, they’re accused of sponging off welfare. When they’re rich, they’re accused of driving prices up and when they’re poor, they’re accused of driving standards down.

今回の Freakonomics Radio のトピックは、昨今の重大問題である「移民問題」。

複雑な問題だが、歴史を紐解けば「そう珍しい問題ではない」ということが分かる。「大量移民」の発生した原因に違いはあれ、「大量移民流入」ということでは同じだ。

今回の問題で、興味深くもあり、そして悲しくもあるのは次の事実。

Think back to the Hungarian Revolution of 1956. In the space of a few months, 200,000 Hungarians fled a Soviet crackdown in and around Budapest, and ended up across the border in Austria — desperate people fleeing for their lives. （略） It is bitterly ironic that Hungary, which was the source of many refugees in living memory is turning them away.  

ハンガリー移民は各国に受け入れられ、その中には後の Intel の共同設立者 Andrew Grove もいた。これは、わずか 1956 年の出来事なのに、大量移民を生み出したハンガリーは現在の移民受入を拒絶している。

「移民大国アメリカ」でこの問題の考察は興味深い。そして、そんな米国民の「移民受入拒否」という発言は奇妙でもあり、悲しい。もっと残念なのは、移民問題を「他国の出来事」としか捉えらない日本の姿勢。

移民問題も"Think like a freak" で

再度の説明になるが、Freakonomics とは freak と economics による造語。その意味は

経済学の視点をもちながら "Think like a freak" に考察しよう

と理解している。

そして Freakonomics Radio 番組のホストは Stephen J. Dubner 、次の著書の作者の一人。Freakomics（邦題：ヤバい経済学）、Super Freakonomics（邦題：超ヤバい経済学）、Think Like a Freak（邦題：ゼロベース思考）。

今更こんなことを書いたのは「経済学の限界と可能性」ということを改めて考えたから。今回のトピックはタイトルの "Is Migration a Basic Human Right?"から察せられるように、昨今の移民問題だ。

One thing history teaches us is that our predictions about the future are generally terrible. But if we can collectively push our thinking on hard issues like immigration just a bit more into the future, we probably stand a slightly better chance of getting on the right side of history before it’s too late.

「何がチャンス」か分かれば、誰も苦労しない。「移民問題の捉え方」を一般論で語ってる人には「チャンス」なんて見えやしないのだ。
